The Changing Role of Human Resource Management
As human resource management in China becomes more sophisticated and the various government bureaus administering mandatory benefit contributions enter the "online" era the traditional role of the "HR agent" has changed radically. Whereas many companies used to outsource virtually all aspects of their HR administration to a local company (usually operating under the catch-all title "FESCO"), the growing trend now is to request different services from different specialist providers. We will take a brief look at some of the main trends one by one and explain why more companies are changing their strategies in this manner.
The recruiting industry in China has developed remarkably over the last decade. Specialist recruitment companies now focus on specific market segments and search nationally (even internationally) to find suitable candidates for open positions. Such recruitment firms are able to identify companies that are paying lower than market rate to their employees and actively headhunt, using their specialist knowledge of certain industry sectors to identify the best individuals.
For less senior positions the internet has taken over. For a small fee companies can now upload their job advertisements to sites like 51job.com or zhaopin.com and expect to receive hundreds of resumes within a week or two.
