Customs Clarifies Online Monitoring Import-Export Rules for Incorporation

Sept. 7 – The General Administration of Customs has clarified issues regarding online monitoring import-export rules for incorporation during the implementation process, effective from September 1, 2010.

GAC [2010] No. 55, issued on August 24, states that online monitoring import-export rules for incorporation apply to processing trade enterprises that are supervised online via electronic books by Customs.

According to the notice, new processing trade companies should record and change their e-books in-line with the rules, starting from the date of the implementation. Existing processing trade companies whose e-books do not meet the requirements should apply to Customs for a new electronic book by December 31, 2011.

Under the notice, the auxiliary processing trade information management platform, established to coordinate with the e-books’ online monitoring system and assist the GAC’s supervision over trade processing enterprises, should be authorized by Customs before it is put into operation.
