China Releases Catalog of Encouraged Industries for Qianhai Cooperation Zone

May 8 – China’s National Development and Reform Commission (NDRC) released the “Catalog of Encouraged Industries for the Qianhai Shenzhen-Hong Kong Modern Services Industry Cooperation Zone (Qianhai Cooperation Zone) (hereinafter referred to as the ‘Catalog‘)” on March 6, 2013. The Catalog covers 112 encouraged industries that fall under the below six service industries:

  • Finance
  • Modern logistics
  • Information services
  • Technology services
  • Professional services
  • Public services

Finance
In order to forge Qianhai into a model region for the opening up China’s finance industry, cooperation between Shenzhen and Hong Kong in the areas of cross-border RMB business and capital markets is encouraged in the Catalog. This sector includes banks, securities companies, insurance companies, and other non-banking financial institutions including companies that develop financial supervision technologies.

Modern logistics
The Qianhai Cooperation Zone aims to forge itself into a production organization center for the Asia-Pacific region and an international supply chain management center, while also developing auxiliary services for the harbor’s shipping business, thereby becoming a global logistics center. The modern logistics category includes companies providing supply chain service, international shipping, and relevant technology development.

Information services
To forge Qianhai into an information exchange center and international e-commerce center, emphasis is placed on information transmission, software and information technology. Businesses covered under the information services category  include telecommunication, e-commerce, data mining, intelligent network, and digital content services.

Technology services
In the technology service industry, emphasis is placed on the research and application of technology, professional technology services, and transfer and trading of scientific and technological results. Scientific research institutions, quality inspection services, and IT outsourcing services are covered.

Professional services
The Catalog encourages professional services including accounting, legal, consulting, cultural creativity, engineering, convention and exhibition, education, medical treatment, human resource, intellectual property, and familial services.

Public services
To support the overall development of the Qianhai area, the development of trading services, public infrastructure and social services are also encouraged in the Catalog.
