China Announces 31 Measures to Boost Cross-Strait Exchanges

Jun. 18 – China has announced 31 measures to boost ties with Taiwan last Sunday, as part of the country’s effort to continue the policy of “peaceful development of cross-strait relations.”

Unveiled at the fifth Straits Forum, the 31 policies covered the following areas:

  • Education
  • Tourism
  • Financing
  • Employment
  • Mediation
  • Cultural exchange
  • Copyright trading
  • Cross-straits direct flights

The latest policy package has added to the total 124 cross-strait liberalization measures released at the Straits Forum since its initiation in 2009. Detailed measures include the following:

1) Unveiling judicial interpretations to recognize and implement the civil mediation agreements formulated by Taiwan arbitration committees at village, township and city levels.

2) Authorizing another 11 provincial entry-exit administrative departments to handle the applications from Taiwan residents to renew their entry permits, specifically:

  • Liaoning
  • Anhui
  • Shandong
  • Henan
  • Hubei
  • Hunan
  • Guangxi
  • Hainai
  • Guizhou
  • Yunan
  • Shaanxi

3) Opening 10 categories of professional qualification examinations to Taiwan residents, specifically:

  • Telecommunications manager
  • Publishing manager
  • Investment construction project manager
  • Management consultant
  • Prosthetist and orthotist
  • Construction supervising engineer
  • Certified metrology engineer
  • Certified facility supervising engineer
  • Certified ship examining engineer
  • Earthquake safety examining engineer

4) Supporting Taiwanese graduates from mainland colleges to start their own businesses, and providing subsidies for entrepreneurship training to students from Taiwan.

5) Allowing residents of 13 mainland cities to visit Taiwan as individual tourists, specifically:

  • Shenyang
  • Zhengzhou
  • Wuhan
  • Suzhou
  • Ningbo
  • Qingdao
  • Shijiazhuang
  • Changchun
  • Hefei
  • Changsha
  • Nanning
  • Kunming
  • Quanzhou

6) Establishing 10 cross-strait cultural exchange bases in Henan, Fujian and Beijing.

7) Establishing a special loan for small and medium-sized Taiwanese enterprises and a special fund to subsidize Taiwan-invested enterprises.

8) Selecting 11 historical sites to serve as cross-strait communication bases, including the Confucius Temple in Shandong Province, and some revolutionary relic sites in Hubei Province and Chongqing Municipality.

In addition, a cross-strait copyright trade center as well as a cross-strait digital publication base will be established in Fujian, and greater support will be given to the cross-strait tanker transportation development.
