China Renewable Energy Industry Report: Nov. 2

Nov. 2 – This is a regular series of relevant industry news from around China.

Solectria Renewables to open plants in China, India
U.S. photovoltaic inverter maker Solectria Renewables LLC has announced plans to open plants in China and India with capacity of 300 megawatts and 200 megawatts, respectively.

The company said that the expansion of its manufacturing activities into the two countries had been prompted by the significant growth opportunities they offer for commercial and utility photovoltaic projects.

Solectria Renewables’ president Phil Vyhanek stressed that no jobs would be shifted out of North America as a result of the plans and that the company continued to expand its manufacturing operations in Massachusetts and Ontario.

Chief executive James Worden noted that the company had lifted its North American capacity to 1 gigawatt in the current year and said that the expansion into India and China was a strategic move designed to put the company “at the forefront of the three most dynamic solar economies in the world.” Continue reading

Shenzhen Introduces Favorable Policies to Promote E-commerce Development

Oct. 28 – Shenzhen was approved by China’s National Development and Reform Commission and the Ministry of Commerce to be the first e-commerce model city in September 2009, following the State Council’s issuance of “Certain Opinions on Accelerating the Development of E-commerce (Guobanfa [2005] No. 2)” in 2005, which provided general guidance for the development of e-commerce in China.

To further the development of the e-commerce industry, the Market Supervision Administration (MSA) of Shenzhen Municipality spearheaded the reform in the registration of companies in the e-commerce sector. These changes are codified in “Several Measures on Servicing the Healthy and Rapid Development of the E-commerce Market” (Shenzhen Municipality Jianzhuzi [2010] No. 16, “Measures”), issued by the MSA on June 7, 2010. The Measures permit e-commerce companies to register without establishing an address and meeting capital requirements. Continue reading

Japanese scientists see huge solar potential in Himalayas
According to Japanese researchers the Himalayas could become one of the hot spots for solar power development in the future.

A team of researchers have found that some of the coldest and highest places around the globe have better solar resource than some deserts. The Andes and Antarctica are among the other cold regions with solar power potential, according to the research. Continue reading

China Kicks off National Resource Tax Reform

Resource companies to face heavier tax burdens

Oct. 13 – After being delayed twice, China’s resource tax reform is finally going national. Starting on November 1, crude oil and natural gas will be taxed based on sales rather than the amount of production, and coking coal as well as rare earths will be subject to higher tax rates.

Based on the “Interim Provisions on Resource Tax of the People’s Republic of China (State Council Decree No.139)” released back in 1993, China’s State Council issued Decree No.605 on September 30 and announced the new amendments to the regulations. While the Chinese government says the reform is mainly for the purpose of resource conservation and environmental damage reduction, Western analysts believe the move will also cause a larger portion of resource companies’ profits to flow to local governments’ pocket. NCKU, Taiwan Generations venture into offshore wind power
The National Cheng Kung University (NCKU), the Metal Industries Research and Development Center and Taiwan Generations Corp have joined hands on an offshore wind power project of up to 200-megawatt capacity.

The partners intend to build an offshore wind farm off Taiwan that would be capable to produce around 640 million kWh of power a year, the university said. The targeted output would be enough to meet the electricity needs of 130,000 local households. Continue reading

China Revises Measures on Clean Development Mechanism Projects

Sept. 28 – In an attempt to boost Clean Development Mechanism (CDM) projects and to ensure the healthy development of the CDM market in China, the National Development and Reform Commission (NDRC) and other departments on August 3, 2011 jointly issued the revised “Administrative Measures for the Operation of Clean Development Mechanism Projects (‘the Measures’)” in accordance with the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol. China’s Most Polluted Cities – WHO Index

Beijing is the world’s 10th most polluted capital city

Sept. 28 – Lanzhou has been ranked at the bottom among Chinese cities in a World Health Organization study of the world’s most air polluted cities. The report, issued by the WHO yesterday, focuses on air particles known as PM10s (microscopic vehicle and dust specks of less than 10 micrometers, in 121 micrograms per cubic meter). China Renewable Energy Industry Report: Sept. 27

Sept. 27 – This is a regular series of relevant industry news from around China.

New hydropower capacity in China reaches 8.17 gigawatts in Jan-Aug 2011
China installed 8.17 gigawatts of new hydropower capacity and 32.24 gigawatts of thermal power capacity in the first eight months of 2011, data by the National Energy Administration show.

National power consumption from January through August reached 3,124 TWh, up 11.9 percent on the year.

Power generating facilities throughout China recorded average utilization hours of 3,211 hours, or 49 more than a year before. Hydropower installations registered average utilization hours of 2,100, down by 178. Continue reading
