China Approves Establishment of Qingdao West Coast New Area

China’s State Council recently approved the establishment of the Qingdao West Coast New Area in a move towards promoting Qingdao’s marine economy. Located on the west coast of Jiaozhuo Bay between the Beijing-Tianjin-Hebei and Yangtze Delta regions, the New Area covers 2,096 km2 of land and 5,000 km2 of sea. The zone will serve as a strategic base for deep-sea and offshore exploration and is expected to become the leading economic hub of Shandong Province, equivalent to Pudong for Shanghai. Foreign investment is to be highly encouraged in oil exploration, marine bio-pharmacy and marine equipment manufacturing.

China Releases Files on the Purchasing of Foreign Aircraft by Leasing Companies

On June 4, the National Development and Reform Commission (NDRC) released the “Circular on Documentation Required for the Purchasing of Foreign Aircraft by Aircraft Leasing Companies (Fa Gai Ji Chu [2014] No. 1156).” According to the Circular, the Chinese shareholders of a foreign aircraft leasing company established in China are required to file the company’s purchase of foreign aircraft. The documents required from the foreign aircraft leasing company include information on the foreign aircraft manufacturer, model, number of aircraft purchased and proposed delivery time. Filing should be completed each year before January 31.

China Launches Anti-dumping Investigation against Hemodialysis Equipment from the EU and Japan

On June 13, the Ministry of Commerce (MOFCOM) released the “Announcement on Launching an Anti-dumping Investigation against Imported Hemodialysis Equipment Originating from the EU and Japan (MOFCOM [2014] No. 42).” The investigation, which will include interviews, sampling and on-site verification, is scheduled to take place between June 13, 2014 and June 13, 2015, though it may be extended until December 13, 2015 under special circumstances.

China Revises Measures for Foreign Economic and Technological Exhibitions

On June 12, the Ministry of Commerce (MOFCOM) released the “Administrative Measures for Holding Foreign Economic and Technological Exhibitions in China (Opinion-seeking Draft).” According to the Measures, an overseas organization or legal person wishing to hold a foreign economic and technological exhibition must meet the following conditions:

  • Have been legally registered for more than one year; and
  • Has applied to hold the exhibition in partnership with a domestic legal person or organization.

A credit certification report for the overseas legal person is also required. For domestic legal persons and organizations wishing to serve as the exhibition holder, the subject of the exhibition content must fall within their business scope.
