Beijing Releases 2012 Industrial Wage Guideline

Aug.9 – The Beijing Municipal Bureau of Human Resources and Social Security released the “Notice on Publishing the 2012 Industrial Wage Guideline of Beijing Municipality (Jingrenshelaofa [2012] No.174, hereinafter referred to as ‘Notice’)” on July 27. The purpose of the Notice is to strengthen the macro guidance for wage distribution of enterprises in different industries.

The Notice consists of wage guidelines for the below 17 industries:

  • Food manufacturing industry
  • General equipment manufacturing industry
  • Transportation equipment manufacturing industry
  • Electric machinery and equipment manufacturing industry
  • Telecommunication equipment, computer and other electronic equipment manufacturing industries
  • Manufacturing industries of instruments and meters, and machinery for cultural and office use
  • Building and civil engineering construction industry
  • Construction and renovation industry
  • Road transportation industry
  • Internet information services industry
  • Wholesale industry
  • General-merchandise retail industry
  • Supermarket retail industry
  • Tourism hotel industry
  • Real estate development industry
  • Property management industry
  • Publishing industry

According to the Notice, enterprise should take the following factors into consideration when using the wage guidelines:

  • The expected level of annual sales revenue for the current year
  • The average wage level of employees in the industry
  • How the company compares with other companies in the industry with respect to labor costs, input and output
