		<description>This is a problem I think a lot of HR managers and CEO do not appreciate enough. They concentrate on English skills and little on the type of operational background the person has come from. China operational standards in admin, especially when facing the government are more inclined to try to corrupt the system in their favor rather than to comply; the consequences for foreign investors can be extremely serious.</description>
